1. The fill from PoP was contaminated, RISG sued and it was settled out of court. You think RISG walked away from that settlement with nothing?

2. You seem to lump the PoP with the city of Portland as "the government." They are two completely different entities. Why would the city of Portland take on a potentially huge liability created by the PoP and RISG? Now THAT would be bad government.
