Stations do this all the time... it's a standard practice at most stations in all markets. They subscribe to (and pay for) a syndicated news content service that provides ready-to-air packages. The most common examples are produced packages about health/medical news and consumer news. As part of the subscription agreement, most stations are allowed to have their own talent re-voice the packages to make it seem as if the station produced the story. And unlike Video News Releases (VNRs), where a company or government entity provides only what they want to provide to the media... these syndicated news package providers have non-biased journalists who produce the stories. And once finished, the stories are for sale to stations all around the country.
