Who's ND then?

OK, so can someone clear up who's the new ND? Or, will there even BE an ND? They say that "newsroom management" will report to PM - so what does that mean, exactly? Sounds almost like a "promotion in name only" kind of thing if he's still effectively the ND while taking on other responsibilities.
