How can the Inland Press Association with 1,200 members name the 'best' newspaper. There are nearly 1,500 daily newspapers in the U.S.A. which doesn't even come close to the number of non-dailies out here.
Another organization, the NNA has over 2,500 newspaper members.
Would a better title for the award be 'Best Non-Daily Newspaper that pays yearly membership fees to the IPA'.

I'm not a Portland person, so would someone tell me if the Trib is a paid or free publication.
Paid and free papers are usually not in the same 'clubs', and would not be judged against each other. So really, two non-daily newspapers from Portland could be named the 'best non-daily' in the U.S. by different groups.
